Description
The consultancy service, conducted from 2020 to 2023, included the development of a Stakeholder Engagement Plan, a Monitoring and Evaluation Plan, and the Inception Report for submission to the Green Climate Fund.
For the Stakeholder Engagement Plan and Monitoring and Evaluation Plan, the consultancy described the country context and governance relevant to E-Motion’s components, which included technical assistance, electric buses, electric light commercial vehicles (LCVs), public fleets, and fast-charging infrastructure. A mapping of relevant public sector stakeholders was completed for the four components of the program. Key performance indicators (KPIs) were developed for a five-year timeframe, and an Excel tool for CO2 mitigation accounting was created.

Economic, social, and environmental impact
This project will lay the foundations for decarbonizing the sector by promoting new markets and value chains related to electric vehicles, batteries, and charging infrastructure. It will also improve air quality, develop new local capacities, and connect cities and communities in a more sustainable way in Panama, Paraguay, and Uruguay. In addition, E-Motion will implement a gender action plan to ensure equitable, safe, inclusive, and harassment-free access to public
transport.
